Melissa Jackson Holloway, J.D., is the founder and principal consultant of A Different World Consulting, LLC, a higher education advisory firm focused on governance, compliance, organizational effectiveness, and leadership.
She brings 30 years of legal experience, including more than 25 years working inside public colleges and universities. For more than two decades, Melissa served as a university general counsel and senior administrator, advising presidents, chancellors, governing boards, and leadership teams on consequential institutional decisions.
That experience shapes how she approaches consulting today.
Melissa understands that institutional challenges rarely fit neatly within a single office or discipline. Governance affects operations. Compliance depends on clear responsibility and accountability. Organizational problems can surface as legal problems. And even sound recommendations can fail when they do not account for institutional culture, authority, resources, and the realities of implementation.
Her work with clients begins with understanding those connections.
Experience Built in Complex Institutions
Melissa's higher education career includes service as Vice Chancellor and General Counsel at North Carolina Agricultural and Technical State University, Deputy General Counsel at Ball State University, and General Counsel at both North Carolina Central University and the University of Wisconsin-Green Bay.
Across those institutions, she advised senior leaders and governing boards on governance, legal and regulatory compliance, enterprise risk, organizational structure, employment matters, institutional policy, strategic initiatives, academic and research issues, and significant institutional transactions.
Her work frequently extended beyond the traditional boundaries of the legal office. She worked across academic affairs, finance, human resources, research, student affairs, compliance, risk management, athletics, facilities, and other institutional functions to help leaders understand problems, clarify responsibility, assess risk, and make difficult decisions.
Before entering higher education, Melissa practiced in the litigation group at Foley & Lardner LLP in Milwaukee, Wisconsin. That early experience gave her a foundation in legal analysis, advocacy, risk assessment, and problem-solving that has carried through her career.
A Builder's Perspective
Melissa has spent much of her career not only advising institutions, but helping build the structures needed to support them.
At North Carolina A&T, she established the Division of Legal Affairs, Risk, and Compliance, bringing related functions together within a coordinated organizational structure. Throughout her career, she has worked with institutional leaders to strengthen governance processes, clarify authority and responsibility, develop policies and accountability systems, assess institutional risk, and improve how complex work moves across an organization.
That builder's perspective is central to her consulting practice.
Identifying a problem is only part of the work. Recommendations must also account for how decisions are made, who has authority to act, what resources are available, how responsibilities are distributed, and whether the institution has the capacity to implement the proposed change.
Melissa brings that implementation perspective to every engagement.
A National Perspective on Higher Education Governance and Leadership
Melissa's institutional experience is complemented by extensive national leadership in higher education law and governance.
She served as Chair of the Board of Directors of the National Association of College and University Attorneys and has held numerous other leadership roles within the association. Her professional service has provided opportunities to work with and learn from higher education attorneys, institutional leaders, and subject-matter experts representing colleges and universities across the country.
She has also taught, trained, and facilitated programs for attorneys, administrators, governing boards, students, and emerging leaders.
These experiences allow Melissa to bring both an institutional and a national perspective to her work. She understands the broader environment in which colleges and universities operate while staying attentive to each institution's history, culture, governance structure, and priorities.
Why I Created A Different World Consulting
After decades of working inside higher education institutions, I have learned that good advice has to work in practice, not just on paper.
Institutional challenges are rarely as simple as they seem at first. A governance question may also involve organizational structure. A compliance concern may reveal unclear accountability. A leadership challenge may be rooted in how decisions are made, communicated, or implemented. Understanding those connections is often where the real work begins.
I created A Different World Consulting to help leaders work through those kinds of problems.
My approach starts with understanding the institution, the people involved, and the context surrounding the issue. From there, I help clients clarify what needs to be decided, identify practical options, and develop a path forward that fits the organization rather than imposing a generic solution.
I also understand what it means to sit on the institutional side of the table. Leaders need advisors who can identify risks and ask difficult questions, but they also need recommendations that recognize institutional realities and can actually be implemented.
That is the perspective I bring to ADW: experience from inside complex institutions, combined with an outside perspective when leaders need one.
Working With Melissa
Through A Different World Consulting, Melissa works with colleges and universities, governing boards, presidents and chancellors, senior leadership teams, legal and compliance professionals, associations, and other mission-driven organizations.
Engagements may include governance assessments, board development, compliance and enterprise risk reviews, organizational analysis, executive advisory support, leadership development, training, and facilitated retreats and conversations.
